FG Launches $40 Million ICT Project to Digitise 10 Nigerian Universities

The Federal Government of Nigeria has unveiled a $40 million initiative called the Blueprint ICT Development (Blueprint-ICT-Dev) Project. This ambitious program aims to transform the country’s tertiary education system by upgrading digital infrastructure and fostering innovation across 10 federal universities nationwide.

Dr. Tunji Alausa, Minister of Education, announced the project on Tuesday, emphasizing its alignment with President Bola Tinubu’s Renewed Hope Agenda. He described the initiative as a “strategic investment in the future of Nigerian education,” focusing on “building smart campuses, empowering smart people, and nurturing smart ideas.” The project is expected to serve as a model for both innovation within higher education and international partnerships.

Key Objectives and Components

The Blueprint-ICT-Dev Project is designed to achieve several critical objectives, as explained by Dr. Alausa:

  • Digitizing administrative systems: Streamlining university operations through digital tools.
  • Creating hybrid and cross-border academic programs: Expanding learning opportunities beyond traditional classroom settings.
  • Enhancing transnational education cooperation: Fostering collaborations with international institutions.
  • Promoting teacher training: Equipping educators with the skills needed for digital learning environments.
  • Improving education data systems: Establishing robust systems for collecting and analyzing educational data.
  • Integrating Technical and Vocational Education and Training (TVET): Incorporating skills-based learning across university curricula.
  • Developing digital libraries: Providing students and faculty with extensive online resources.
  • Enhancing research management systems: Improving the efficiency and effectiveness of research activities.
  • Connecting universities to NgREN: Ensuring all participating institutions are linked to the Nigerian Research and Education Network.

Dr. Joshua Atah, Coordinator of Special Projects at the National Universities Commission (NUC), detailed the project’s two main financial components:

  • Component One ($38 million): Dedicated to ICT upgrades within the 10 selected federal universities. This includes renovating digital infrastructure, improving campus connectivity, training academic staff, and providing digital resources for students.
  • Component Two ($2 million): Allocated to developing a National STEM Transformation Strategy. This will cover committee formation, labor market research, awareness campaigns, and pilot initiatives for STEM education.

Selected Universities and Expected Impact

The 10 federal universities chosen to pilot the Blueprint-ICT-Dev Project are:

  • University of Calabar
  • University of Nigeria, Nsukka
  • University of Ibadan
  • Federal University of Technology, Minna
  • University of Maiduguri
  • Bayero University, Kano
  • Modibbo Adama University, Yola
  • Obafemi Awolowo University, Ile-Ife
  • Nnamdi Azikiwe University, Awka
  • University of Jos

Professor Abdullahi Ribadu, Executive Secretary of the NUC, hailed the initiative as a significant stride towards achieving academic excellence through digital transformation. He emphasized that the project goes beyond just infrastructure, focusing on “reimagining the role of ICT in higher education” and ultimately measuring success by “lives transformed.” Ribadu noted that the project evolved from the NUC’s 2018 blueprint for revitalizing Nigerian universities, which identified ICT as a crucial tool for addressing existing gaps in university governance, financing, and graduate employability.
