Lagos Reopens 61-Day Amnesty for Buildings Without Planning Permits

The Lagos State Government has reintroduced an Amnesty on Planning Permits for existing completed buildings erected without the necessary regulatory approval. This new window will run for 61 days, encouraging property owners to quickly regularise their assets.

Amnesty Period and Benefit

  • Timeline: The amnesty begins on November 1, 2025, and ends on December 31, 2025.
  • Incentive: The primary benefit is that property owners can obtain a Planning Permit (building approval) for their completed structures without paying the usual statutory penalty associated with illegal development.
  • Purpose: This initiative, similar to one offered 17 months ago, aims to encourage compliance and contribute to a more organised urban landscape.

How to Apply

Affected property owners can submit their applications at the Lagos State Physical Planning Permit Authority (LASPPPA) district offices across the $\text{57}$ Local Government Areas (LGA) and Local Council Development Areas (LCDA). Applications can also be submitted at the Electronic Planning Permit (EPP) office at the LASPPPA headquarters in Ikeja.

Required Documents

To be eligible for the amnesty, property owners must submit several documents, including:

  • Title document/proof of ownership
  • Survey plan
  • Non-destructive integrity test report
  • Letter of structural stability and indemnity
  • Evidence of tax compliance
  • Structural, electrical, and mechanical drawings (where applicable)

The government stresses that planning permits are compulsory for all building projects to ensure structures are safe and located appropriately.
